About The Grant Project

Grants are won
before they're written.

The Grant Project exists because many organizations that work hard to secure funding don't get it. Not because their work isn't strong. Because they weren't ready. We built TGP to close that gap, with strategy, systems, and two decades of proof.

How We Think

Our approach to grant success

Grant success is an organizational outcome, not a writing outcome. The organizations that secure competitive grants consistently are not necessarily the best writers. They are the most prepared. They have clean financials, strong data, documented systems, and a compliance posture that holds up to federal scrutiny.

The organizations that secure funding are not the ones that work hardest. They are the ones that are most ready.

That means starting with strategy before an application ever opens. It means understanding your organization's readiness gaps and closing them systematically. It means building the internal capacity that sustains federal funding over time, not just chasing the next deadline.

TGP brings that level of rigor to every engagement, whether we are working with a small nonprofit building its first federal grant program or a city government navigating a multi-million dollar NICRA negotiation.

The Grant Project

Catherine Riggs founded The Grant Project after more than two decades working at the intersection of grant strategy and federal compliance. She holds an MPA with concentration in Political Science and a PhD in Political Science (PA/PP). She has spent her career helping local governments and nonprofits build the kind of organizational readiness that secures and sustains competitive federal funding.

With more than $1.25 billion in grants secured across both sectors, Catherine brings a depth of technical expertise that spans the full grant lifecycle, from funding landscape analysis and competitive application development to 2 CFR 200 compliance, cost allocation planning, and NICRA negotiation with cognizant federal agencies.

She founded TGP on a straightforward belief: the organizations doing the most important work in their communities should not lose grants because of fixable gaps. That belief shapes everything TGP does.
